Harmonized Tariff Update & Program Change

As reported in CSMS Message # 10-00101, CBP recently expanded the number of lines for SPI Codes in their tariff file. In addition, CSMS # 10-000104 was sent out on April 21 announcing a tariff update that will contain these additional SPI codes.

To ensure that your tariff file can maintain the complete listing of SPI Codes, ASCI will need to upload the new program that will accommodate for those additional codes. Please give us a call when you have a chance so that we can update your system.

Do not perform Tariff Update 1002 until you have contacted us for these changes!

 

ISF No Bill on File Messages

We continue to have customers call us with concerns about "No Bill on File" messages. While CBP has yet to send out any new information since their December 2009 message, we want to remind you about a few important issues that may help you make that link with AMS.

1) When entering the SCAC code on the main ISF screen, use the SCAC code for the actual ocean carrier and NOT the House Bill of Lading. The ASCI system will use that field to verify either the Master B/L information entered in the "Additional References" window or the Simple Bill in the B/L window.

2) In the Bill of Lading Information window, you MUST use the lowest-level bill and you MUST use the correct qualifier: OB for a Simple Bill, or BM for a House Bill. Remember, according to ABI documentation, there is no such thing as a Master without a House. When in doubt, contact the carrier to see how those bills were manifested.

3) Use the Manifest Status Query to verify if the bills were manifested. Your ABI rep may be able to help you if you still can't make a match.

Remember: You are responsible for ensuring the "Bill on File" message is received!

 

Lacey Act Reminder

As we mentioned in our last newsletter, Lacey Act information can now be entered in the ASCI system for all required tariffs up to and including Phase IV. If you have not received the Lacey Act update, please let us know so that we can upload it for you along with the tariff changes.

As of April 1, Lacey Act filings are required for all entries that use any of the following HTS chapters:

4401-4420
940169
940350
4701-4705
940330
940360
4801-4811
940340
94039070

These filings can be submitted through ABI via their new PGA application, or directly through APHIS.

When you have the Lacey Act update installed in ASCI, our system will prompt you to enter PGA information. Complete instructions on filling out these fields are available in our Lacey Act manual, or you can call us if you have any questions.
